MEMBER TRAINING DAY SUCCESS
It was wonderful to welcome 54 members and
associate members to our 2025 Member Training
Day at Discovery Parks – Nagambie Lakes, which
commenced with Manager Kathryn Monk leading
a morning tour of the park that was rebuilt after the
2022 floods.
Association Legal Counsel, past President and longtime caravan park owner and operator, Steve Bartlett
led the in-depth presentation of member’s compliance
requirements when managing annuals, residents and site
tenants.
He was joined by immediate past President David Pratt
who provided an industry regulatory overview and CEO
Scott Parker who spoke about the association’s services,
current advocacy activity and member survey results.
Attendees included park owners and managers, some
new into their role and industry and others taking the
opportunity for a valuable refresher. It was great to see
some of our industry suppliers come along to learn more
about the regulatory environment parks operate in.
As always, attendees benefitted from ample opportunity
given for questions and many provided great insight from
their experiences.

Steve also covered other issues caravan park operators
regularly face, including how to manage cancellations
and credits, tenants in arrears, property abandonment,
breach notices and terminating site agreements.
David presented some of the common planning matters
that registered caravan parks can face, explaining
planning was complicated due to the fact each of the 79
Local Government Authorities (LGAs) can differ in their
implementation.
An important focus of Steve’s presentation was the
difference between Part 4 residents, Part 4A site tenants
and annuals, and the different laws that govern each of
them.
“We get that it’s complex but the association does
have strategic plans it’s pursuing to simplify the red
tape burden to reduce the operational stress for park
operators, which we know will lead to new and improved
tourism accommodation options,” David said.
His best advice is for all members to use the tried and
tested CRPVic Annual Holiday Site Agreement, Part 4
Agreement and Part 4A Agreement and to contact the
association for guidance if required.
“Our industry needs practical and fair solutions, and it is
only together with a united voice that is representative of
our tourist park industry, that real and lasting change can
be achieved.”
The aim is to protect yourself to make sure you don’t get
taken to VCAT – or have the documents and systems in
place to protect yourself if you do,

will be held as part of the 2025 CRPVic Conference in
August.
