LANDMARK POLICY STATEMENT
The association’s landmark policy statement, Accelerating Affordable Housing – The
Residential Land Lease Solution, was officially released last month and is now in the hands
of significant stakeholders and policy makers.
The policy blueprint calls for urgent action to unlock
development opportunities for Residential Land Lease
Communities (RLLCs), which have the capacity to be
a significant contributor to increasing the supply of
affordable homes in Victoria.
Accelerating Affordable Housing - The Residential Land
Lease Solution is the result of extensive consultation
with industry stakeholders and provides 16 nocost recommendations for Victorian Government
consideration.
These recommendations focus on unlocking land,
streamlining planning and reducing regulatory barriers
to ensure RLLCs can thrive and deliver housing options
for even more Victorians.
By 2051, more than 8% of the Victorian Government’s
housing supply target could be delivered if barriers to
development are removed. This includes more than
180,000 new RLLC homes, with an equivalent number
of traditional homes freed up for first home buyers and
families.
The Statement highlights the significant
economic, social, and environmental benefits
of RLLCs, which provide affordable home
ownership options for right sizers by separating
the cost of the home from the land.
“RLLCs are a proven model that can deliver tens of
thousands of affordable homes quickly in regional and
peri-urban Victoria,” said association CEO Scott Parker.
“But RLLC investment in Victoria is falling behind other
states due to outdated planning rules, regulatory delays,
and a lack of recognition of the significant benefits of this
housing model.”
Other highlights of this seminal document include:
• $544 million was contributed to Victoria’s Gross State
Product by RLLCs in 2021–22.
• More than 16,500 homes per year could be built using
Victoria’s modular and mobile home manufacturing
capacity.
• 63% of future RLLC developments are planned
for regional Victoria, supporting growth in local
economies.
Caravan & Residential Parks Victoria’s recommendations
support the Victorian Government’s commitment to “cut
red tape” and “streamline systems for industry”.
“This is a zero cost, high impact solution that can
make significant inroads into achieving the Victorian
Government’s housing targets while supporting ageing in
place, economic growth, and community revitalisation,”
Mr Parker added.

The association is calling on the Victorian Government,
local government authorities and industry stakeholders
to work together to implement these recommendations
and ensure far more Victorians have quick access to
secure, affordable and community-oriented housing.
